In Kingdom Hearts which of the following people can NOT wield a keyblade?

Larxene cannot wield a Keyblade in the Kingdom Hearts series because she is a member of Organization XIII and is not a chosen Keyblade wielder. In the Kingdom Hearts lore, Keyblades are bestowed upon individuals by the Keyblade Masters and are chosen based on their hearts being worthy.
